New Recommendation on Youth Information

The Council of Europe has issued a new recommendation on Youth Information. Adopted by the Committee of ministers on June 16th 2010, the recommendation CM/Rec(2010)8 shall serve as an update of the Recommendation 90(7), a core reference for Youth Information in Europe.

The document takes into account new information needs of young people, who require more guidance than in the past for coping with the increasing amount of information and the urge to be able to assess it and evaluate its quality. The text recommends intra alia

  • To support and develop youth information and counselling structures as support means for addressing these new needs;
  • To foster by all extents the development of those structures inasmuch as they can address the new information needs of young people;
  • To develop the acquisition by young people of those competencies needed (and further elaborate them);
  • To raise young people’s awareness of risks and dangers, along with opportunities, regarding new communication means;
  • To make online information accessible for young people with fewer opportunities.

Since 1997 the Council of Europe and ERYICA are cooperating in the framework of a Partnership Agreement, to foster and develop European co-operation in youth information and counseling. Their cooperation is based upon Recommendation N° R (90) 7 of the Committee of Ministers of the Council of Europe concerning information and counselling for young people in Europe and the European Union Council Resolution of 31 March 1995 on co-operation in the field of youth information and studies concerning youth.
